WASHINGTON — Douglas L. Faulkner has been named acting undersecretary for rural development at the U.S. Department of Agriculture. Mr. Faulkner succeeds Thomas C. Dorr, who resigned from the post Dec. 1. Mr. Faulkner is expected to hold the acting undersecretary position until relieved sometime after the new administration takes office Jan. 20. Earlier in the Bush administration, Mr. Faulkner was with the Department of Energy as principal deputy assistant secretary and then acting assistant secretary for energy efficiency and renewable energy.
